it is only suggestion now but dont know: I still dont like usage of Howitzers and artillery on battlefields of Able Archer. still normal table represents area 2,5x2,5 klicks or 2,5x3,6 klicks and modern artillery (not counting mortars) have range more than 16km. ofcourse lots of players wants to deploy SPH Dana,Akatysia,Abotts etc.. but i still thinking i will get rid off them they simply dont belong on scale the game represents. You will still had the chance to have artillery support but in different style.
Apart from mortars (infantry and in carriers) can players when building battlegroup buy artillery strikes. this strikes can be used in two ways first is "on call" some vehicle (Command,Recon or FSO) instead of normal action spot for artillery. the unit must pass TQ test, if test is passed succesfully player can put artillery template anywhere within Line of Sight in distance up to 20" (1km) however artillery template will scatter. another way is "Preplaned strike" this strikes are planned before game starts after deployment (player will take note on paper it will show to the opponent in turn that artillery have to strike. FSO can delay strike into next turn if he pass TQ test.
